Has difficulty developing the topic paper is unfocused and lacks depth. Transitions are confusing or nonexistent. The paper wanders from one unrelated idea to another.
Resources

Effectively uses quotes and or paraphrases from appropriate resources. Quotes and paraphrases are properly sited in the paper and in a bibliography.

Resources are used in context to further the understanding of the topic. Writer explains quotes in one's own words adding depth and meaning. Resources are sited properly.
