Oral Reading Fluency
	1 pts	Proficient 2 pts	Excelling 3 pts
Rate	1 Student reads at a slow, laborious rate.	Proficient Student reads text either too quickly or with uncomfortable pauses. Many words are sounded out.	Excelling Student reads text with smooth, conversational, comfortable rate.
Accuracy	1 Student makes numerous errors or asks for help. Errors are not self-corrected.	Proficient Students makes occasional errors that do not affect meaning (character names, place names, etc.) Other errors are few.	Excelling Student makes zero errors. Any miscues are self-corrected.
Phrasing	1 No evidence of phrasing. Student reads word-by-word or sounds out the majority of words.	Proficient Student reads 2-3 word phrases.	Excelling Student reads longer phrases smoothly. The student varies the length of phrases appropriately for impact.
Expression	1 Student reads with a monotone voice. No evidence of attention to punctuation.	Proficient Student pauses at ending punctuation. Tone of voice is consistent throughout text.	Excelling Student pays close attention to punctuation, including commas. The student varies voice or pitch to match text.
Volume	1 Student reads at an extremely loud or soft level.	Proficient Volume is appropriate throughout text.	Excelling Student adjusts volume throughout text for dramatic impact.
