Rate	1 Unable to demonstrate appropriate rate; pauses, hesitates.	2 Unable to select and maintaintain appropriate rate; rate does not correspond to what is being read.	3 Usually able to select and maintain appropriate rate to correspond to what is being read.	4 Always able to select and maintain appropriate rate that corresponds to what is being read.
