The proposal looks neat and is reasonably well organized but is lacking a professional look. May appear to have been put together in a rush.

The proposal is reasonably neat but is lacking separation of elements or was handed in with loose papers or just stapled. May appear to have been put together in a rush.
Poor

Proposal is obviously put together at the last minute or without care. The elements are disorganized and lacks any professional appearance.
Proposal Letter
