Meets the Standard

Reads with accuracy but word and structure difficulties are resolved quickly, usually through self-correction.
Partially Meets

Moderate accuracy with some self-correction.
Does Not Meet

Difficulty decoding text with minimal self-correction.
Expression & Volume

Meets the Standard

Reads with good expression & enthusiasm throughout the text. Varies expression & volume to match his/her interpretation of the passage.
Partially Meets

Begins to use voice to make text sound like natural language. Slips into expression-less reading. Moderate focus on pronouncing the words.
Does Not Meet

Reads words as if simply to get them out. Little sense of trying to make text sound like natural language. Tends to read in a quiet voice.

Meets the Standard

Consistently conversational.
Partially Meets

Moderately slow with uneven mixture of fast and slow reading.

Phrasing

Generally well phrased, mostly in clause and sentence units.
Partially Meets

Mixture of run-ons, midsentence pause for breath, choppiness; fails to mark ends of sentences and clauses.
Does Not Meet

Monotonic with little sense of phrase boundaries; frequent word-by-word reading.
Smoothness

Meets the Standard

Generally smooth reading with some breaks.
Partially Meets

Moderate breaks in smoothness caused by difficulties with words and/or structures. Rough spots in text are more frequent and disruptive.
Does Not Meet

Frequent extended pauses, hesitations, false starts, sound-outs, repetitions, and/or multiple attempts.
