Assumptions 1 pts	Exemplary Clearly states and justifies the all assumptions appropriate for the analysis.	Accomplished States the assumptions used for the analysis. Most are justified and appropriate.	Developing States most of the assumptions necessary for analysis, but does not justify these assumptions. Some assumptions are redundant or unnecessary	Unacceptable Most the assumptions are not stated clearly and/or not justified. Several assumptions are inappropriate for the analysis.
Cost Estimation 1 pts	Exemplary All estimates have a legitimate source and/or a reasoned derivation.	Accomplished Most estimates have a reasoned derivation. Only the “big ticket” items have source information.	Developing Some items have a reasoned derivation, but there is little or no documentation of sources.	Unacceptable Most values are “pulled out the air”, without derivation or documentation.
