Problem/Solution	Exceeds Student has at least three reasons and examples about why they have a complaint. Student gives a solution as a suggestion to solve the problem.	Achieving Student has at least two reasons and examples about why they have a complaint.	Emerging Student has at least one reason and example about why they have a complaint.	Does not Meet Student does not have or any reasons or examples about why they have a complaint.
Organization	Exceeds The student's response is organized and neatly put together in letter form with a date, greeting, signature, and citation at the bottom. It includes the addresses for a formal letter.	Achieving The student's response is organized and put together in letter form, but is missing a date, greeting, and/or signature.
