Does not Meet The student does not have a letter to someone in authority and a friend.
Problem/Solution	Exceeds Student exceeds all of the criterias for including at least 2 problems and a solution: referring to the issue with specific citation, using the text example to form an opinion, and uses the text as proof of their opinion- telling what they think.	Achieving Student meets the the criteria for including 1 problem or a solution: and uses the text as proof of their opinion- telling what they think.	Emerging Student is missing 1 of the criterias for including a problem or a solution and does not use the text as proof of their opinion- telling what they think.	Does not Meet Student does not have or is missing 2+ both a problem and a solution and does not use the text as proof of their opinion- telling what they think.
Organization	Exceeds The student's response is organized and neatly put together in letter form with a date, greeting, signature, and citation at the bottom. It includes the addresses for a formal letter.	Achieving The student's response is organized and put together in letter form, but is missing a date, greeting, and/or signature.	Emerging The student's response is organized and put together in letter form.	Does not Meet The student's response is not organized or put together in letter form.
