Reading Fluency Rubric
	Beginning 1 pts	Developing 2 pts	Proficient 3 pts	Advanced 4 pts
Expression	Beginning Reads aloud with no expression or enthusiasm throughout the entire passage; Reads in a quiet voice; does not sound natural like talking	Developing Reads aloud with little expression and enthusiasm throughout some of the passage; Reads in a quiet voice, sometimes sounds natural like talking	Proficient Reads aloud with some volume, expression and enthusiasm throughout most of the passage; usually sounds natural like talking	Advanced Reads aloud with varied volume, good expression and enthusiasm throughout the entire passage; always sounds natural like talking
Reading Rate	Beginning Reading is slow and laborious	Developing Reading is moderately slow	Proficient Reading is an uneven mixture of fast and slow reading or reading is too fast	Advanced Reading reflects natural language and is not too fast or too slow; reflects a conversational pace
Phrasing (Smoothness)	Beginning Reads word-by-word with long and/or frequent pauses; does not attend to punctuation; repeats words or phrases; makes multiple attempts to read same passage	Developing Reads in 2-3 word phrases with some extended pauses and/or hesitations; does not attend to punctuation	Proficient Reads in longer, meaningful phrases with minimal pauses; often attends to punctuation; some choppiness at times; some difficulty with "tricky" words	Advanced Reads in consistently longer, meaningful phrases; consistently attends to punctuation
Accuracy	Beginning Reads less than 85% of words correctly	Developing Reads 85%-89% of words correctly	Proficient Reads 90%-94% of words correctly	Advanced Reads 95% or more words correctly
Decoding Strategies	Beginning Uses only one strategy or does not attempt to decode any unfamiliar words; skips hard words; mumbles through some of the passage	Developing Uses a few strategies to decode some unfamiliar words; sometimes skips or mumbles through "tricky" words	Proficient Uses a variety of strategies to decode most unfamiliar words; sometimes forgets to read the ending of words	Advanced Uses a variety of strategies to decode all unfamiliar words
Word Recognition	Beginning Reads no high-frequency words within a passage	Developing Reads few high-frequency words correctly within a passage	Proficient Reads most high-frequency words correctly within a passage	Advanced Reads all high-frequency words correctly within a passage
Self-Monitoring	Beginning Relies exclusively on others to monitor errors throughout a passage	Developing Relies heavily on others to monitor errors throughout a passage	Proficient Relies mostly on self to monitor errors throughout a passage	Advanced Relies entirely on self to monitor errors throughout a passage
