Fluency	Poor Student was neither able to complete his or her speech nor respond to questions.	Fair Student took many prolonged pauses throughout the speech and when responding to questions.	Good Student was able to complete his or her speech and answer the questions with only some difficulty.	Excellent Student was able to communicate clearly with no difficulty.
Question Comprehension	Poor Student was unable to comprehend questions; questions had to be repeated.	Fair The student showed little comprehension of questions; questions had to be repeated.	Good The student understood most of what was asked of him or her.	Excellent The student fully understood the questions asked and answered correctly.
Content	Poor Content was not relevant within the given topics and the student provided no information of substance in his or her responses to questions.	Fair Speech content was inappropriate and the student answered questions with very limited answers.	Good Gave appropriate information within the speech but but responses to questions were limited in content.	Excellent Speech and response content was well thought out and appropriate.
