Fair Characteristics are very general and not specific to empire. There are 3 characteristics listed.	Good Characteristics are fairly specific and easy to understand. There are 4 characteristics listed.	Excellent Characteristics are very specific to assigned empire. They are organized in a well thought out way. There are more than 4 characteristics listed.
Visual Aide	Poor Visual aide is completely unrelated to specific empire. There are little to no characteristics.	Fair Visual aide has some characteristics of specific empire. Very little creativity or neatness apparent.	Good Visual aide shows the specific empire's characteristics. It is neat and organized.	Excellent Visual aide is very specific to empire. It is vibrant, colorful, creative and very detailed.
