Comprehensibility	Excellent The speaker uses appropriate language to covey the main idea of this article clearly.	Good The message is unclear in places. The language used is inadequate to make message totally clear.	Poor The mesage could only be understood by sympathetic native speaker. The language used is often distorted by interference from English.
Fluency	Excellent The students speaks clearly without hesitation. Pronunciation and intonation sound natural.	Good The student speaks with some hesitation. Problems with pronunciation do not prevent communication.	Poor The students hesitates frequently. Problems with pronunciation distord meaning and inhibit communication in some intances.
Accuracy	Excellent Functions, grammar, and vocabulary are used correctly.	Good Minor problems in usage do not distord meaning or inhibit communication.	Poor Problems in usage significantly distord meaning or inhibit communication.
