Mock Congress Participation
	Poor 1 pts	Fair 3.5 pts	Good 5 pts
Committee	Poor Student sits back and let the other committee members make decisions.	Fair Student makes some suggestions and enters into the debate.	Good Student makes suggestions and is actively involved in all decision making and debate in committee meetings.
Mark-up	Poor During mark-up session student does not offer any suggestions to the bill.	Fair During mark-up session student offers a couple of suggestions to the bill.	Good During mark-up session student is participating and offering various suggestions. Student is all actively participating in the drafting of the legislation.
Floor Debate	Poor Student does not participate in the debate and watches as classmates carry the debate.	Fair Student offers a few comments during floor debate.	Good Student is active in the debate and is well researched and knows what he/she is speaking about.
Public Speaking	Poor Student reads from note cards or notes.	Fair Students refers periodically to notes and make some attempt at eye contact.	Good Student has memorized information and does not use note or note cards. Keeps eye contact with audience.
