Student can make words understood althouth there is a heavy or pronounced accent.

Communication is understandable with a slight accent.

Student is almost speaking at a native level, but still accent is detectable.
Vocabulary usage
Poor
Uses wrong words which are problematic in expressing an idea and communication in general.
Fair
Uses words that express the correct meaning, but are awkward, and not common usage. Uses too many non verbals and cliches.
Good
Correct word usage and intelligent word selections are used. The student makes use of a rather vast vocabulary and does not show a need to repeat words or use cliches.
Exceeds requirements
Uses advanced vocabulary and skills at a near native level.
Grammar usage
Poor
Uses wrong tenses and often makes errors in verb useage and pronouns. Speech is misunderstood often.
Fair
Correct use of pronouns and student uses wrong tense at times, and wrong word order, but meaning is expressed over all with great difficulty.
Good
Good detail and correct usage, some slight issues with word order, but student has success in communicating an idea.
Exceeds requirements
Expresses ideas with correct grammar and with near native speaker ability, but is still carrying an accent.
