Defined clearly, but poorly measured. Goals are unobtainable barring a miracle.

All goals are well defined and measurable. Some may set the bar too low/high creating a sense of false accomplishment or inability to obtain.
Excellent
All goals are clearly defined, measurable and obtainable. Will require financial responsibility and sacrifice in order to obtain.
Content & Ideas
Poor
Does not respond to the assignment, lacks a central idea. Neglects to discuss the methodology and/or theories supporting the idea. Incorrect math makes budget invalid.
Failed to address how to accomplish goals.
Fair
Responds to the assignment but with weak ideas. Does not seem to fully understand the methodologies and/or theories discussed. Incorrect math complicates understanding. May have left out a goal or poorly defined a plan to accomplish it.
Good
Responds to the assignment with clear ideas. Understands the theories/methodolgiesbehind the idea but may not apply them all appropriately. Mathematics may contain a few inconsequential errors. All goals have been addressed and a plan established.
Excellent
Clearly defined ideas and understanding of concepts. Strong application of different theories / methodologies throughout. Math is without error. Goals are achievable based on this plan.

Poor
Uses outdated or irrelevant data, or lacks supporting evidence entirely.
Fails to site sources.
Fair
Often fails to site sources relying heavily on personal experiences and opinions. Provides supporting documentation in most instances but failing in others.
Good
Provides reasoning and support of most points, using varied resources. Interprets the evidence and explains the connections between its goals and ideas. Demonstrates understanding of supporting documentation.
Excellent
Uses supporting documentation appropriately and effectively, providing sufficient evidence and explanation to convince. Paints an obtainable picture.
Organization, Coherence, Mechanics
Poor
Lacks transitions, coherence, and appreciable organization. Contains a great deal of mechanical / mathematical errors making it difficult to read.
Fair
Sporadic transitions and organization prevent coherence throughout. Mechanical errors may block readers ability to understand and connect the thoughts. Contains substantial mathematical errors.
Good
Shows a logical progression of ideas and more sophisticated transitional devices. Each paragraph is clear and relates to the central or supporting ideas. May contain a few mathematical / mechanics errors that do not effect the readers understanding.
Excellent
Logically arranged and sophisticated. Contains smooth transitions from one idea to the next. Budget can be easily understood by others in similar situations; offers transferrability.
