Planning	Outstanding Plan is complete, sequential, and ready to implement. No teacher assistance was required.	Meets Goal Plan is mostly complete and may be missing one or two components. Some teacher assistance was required.	Poor Plan is incomplete, non-existent, contains misconceptions, and/or makes little or no sense. Extensive teacher assistance required.
Use of materials	Outstanding Student uses materials appropriately and is able to create and/or manipulate materials for own uses.	Meets Goal Student uses materials appropriately.	Poor Student often requires redirection on appropriate use of materials.
Recording observations	Outstanding Student records accurate and insightful observations. Student demonstrates critical thinking, draws conclusions of observations, which are in-depth and justified.	Meets Goal Student records accurate observations, written and/or illustrated. Student makes reasonable predictions and develops questions for further inquiry.	Poor Student observations are inaccurate and incomplete.
Questioning	Outstanding Students develop insightful questions and makes connections to other learning and/or real-world situations.	Meets Goal Student poses relevant questions based on findings. Most questions are literal.	Poor Student is unable to formulate questions based on activity.
Communicating	Outstanding Student's presentation is creative, thorough, and reflective of the process and analysis of the inquiry results.	Meets Goal Student's method of presentation is clear, logical, and communicates appropriate analysis of the inquiry results.	Poor Student's presentation is unclear, disorganized, with incomplete information. Extensive teacher assistance is required.
