Fair
There are many (eight or fewer) errors in the writing. The student might want to proofread a bit harder.
Poor
There are several errors (nine or more) in the writing. It looks like the student did a quick look over and didn't really check.
Unacceptable
There are so many errors that the paper cannot be read. The student wrote it just to get a grade.
