Clarity	Level R Zero to incomprehensible input for questions and answers	Level 1 All questions and answers were awkward and incomprehensible, but attempted.	Level 2 Questions and answers were awkward and incomprehensible to understand at times.	Level 3 Questions or answers were awkward at times but always understandable.	Level 4 Questions and answers were clear and comprehensible.
Pronunciation	Level R Student made no real effort to prounce words.	Level 1 Student's pronunciation was incomprehensible, but attempted.	Level 2 Student's pronunciation made understanding difficult.	Level 3 Student's pronunciation was understandable with some error.	Level 4 Student's pronunciation was like a native speaker.
Fluency	Level R Student does not attempt to ask question or respond to question.	Level 1 Student was unable to comprehensibly ask or respond to questions, but attempted.	Level 2 Student took a long time to ask and respond to questions.	Level 3 Students were able to ask and answer the questions with little difficulty.	Level 4 Students were able to communicate clearly with no difficulty.
Comprehension	Level R Student made no real effort to comprehend and respond to questions	Level 1 Student was unable to comprehend questions. Questions had to be repeated, but student attempted.	Level 2 The student showed little comprehension of questions. Questions had to be repeated.	Level 3 The student understood most of what was asked of him/her.	Level 4 The student fully understood the questions asked and answered correctly.
Content	Level R Did not attempt to ask a question for information - no response to question.	Level 1 Did not ask appropriate question for information, but attempted a question attempted a response to question.	Level 2 Ask some inappropriate questions for information or answered question with very limited answers.	Level 3 Gave appropriate questions for survey information but responses were limited in content.	Level 4 Gave appropriate questions and good content in responses to questions.
