Reading Fluency
	Mastery 4 pts	Developing 3 pts	Emerging 2 pts	Inception 1 pts
Expression/ Volume	Mastery Reader sounds like natural speaking. Listener is interested reader applies reading styles ; Questions , exclamation, negating etc. Reader has great volume and is easily understood by all.	Developing The readers volume is good and easily audible. Evokes some interest in the listener Reader sometimes applies reading styles. Reader may be a little quiet but easily audible.	Emerging The readers volume is inappropriate, either too loud or too soft. Evokes little interest in the listener. Reader sometimes applies reading styles. The reader is trying though not very successful	Inception Reader does not sound like natural speaker, Reader is too quiet. Reader does not apply reading styles. Listener is bored.
Punctuation	Mastery Reader pays attention to punctuation, pausing and stopping at appropriate places. Reader has perfect pronunciation in all letters, and applies fluency in sentences	Developing Reader pays some attention to punctuation,occasionally stopping and pausing at inappropriate places. Reader has few pronunciation difficulties and seldom makes mistakes in the pronunciation of words and in the fluency of sentences	Emerging Reader pays little attention to punctuation, stopping and pausing at inappropriate places. Reader has some pronunciation difficulties and makes some mistakes in the pronunciation of words and in the fluency of sentences	Inception Reader does not pay attention to punctuation, stopping and pausing in inappropriate places. Readers pronunciation is poor and makes many mistakes in the pronunciation of words and in the fluency of sentences
Phrasing and fluency	Mastery Reader reads in smooth phrases and the text is read fluently	Developing Reading sounds choppy and broken up. Though there is some fluency in the reading of the text	Emerging Reading sounds choppy and very broken up. There is very little fluency in the reading of the text.	Inception Reader often reads word-by-word. There is no fluency in the reading of the text or parts of the text
Rate	Mastery Reader reads at a good rate, making it easy for the listener to understand.	Developing Reader reads at a good rate most of the time, occasionally reading too fast or too slow. Listener occasionally has difficulty understanding the reader.	Emerging Reader reads too slow or too fast throughout the reading, making it difficult for the listener to understand.	Inception Reader reads too slow or too fast throughout the reading, making comprehension of the passage difficult for the reader and listener.
Accuracy	Mastery Reader makes no long pauses, false starts, sound-outs, repetitions, and/or multiple attempts as they are reading.	Developing Reader makes a few (4 or less) long pauses, errors, false starts, sound-outs, repetitions, and/or have multiple attempts in decoding as they are reading.	Emerging Reader makes a few 5-9 long pauses, false starts, sound-outs, repetitions, and/or multiple attempts as they are reading.	Inception Reader makes multiple (>10)long pauses, false starts, sound-outs, repetitions, and/or multiple attempts as they are reading.
