Grade 3 Oral Reading Fluency Rubric
	Level 1 (Developing) 1 pts	Level 2 (Approaching) 2 pts	Level 3 (Proficient) 3 pts	Level 4 (Exemplary) 4 pts
Accuracy	Level 1 (Developing) Reads with frequent errors that impede comprehension.	Level 2 (Approaching) Reads with some errors affecting understanding.	Level 3 (Proficient) Reads accurately with occasional errors that do not disrupt meaning.	Level 4 (Exemplary) Reads accurately with rare errors.
Rate	Level 1 (Developing) Reads slowly and with frequent pauses.	Level 2 (Approaching) Reads somewhat slowly with occasional pauses.	Level 3 (Proficient) Reads at a moderate pace with few pauses.	Level 4 (Exemplary) Reads at an appropriate pace with ease.
Expression	Level 1 (Developing) Shows little or no expression or tone variation.	Level 2 (Approaching) Demonstrates limited expression at times.	Level 3 (Proficient) Reads with some expression and varied tone.	Level 4 (Exemplary) Reads with fluent expression and intonation.
