Strategy/Procedure	Expert Typically uses an efficient and effective strategy to solve the problem(s).	Practitioner Typically uses an effective strategy to solve the problem(s).	Novice Sometimes uses an effective strategy to solve problems but does not do it consistently.	Apprentice Rarely uses an effective strategy to solve problems.
