Attention-getting introduction	Poor No introduction or an introduction that leaves reader confused rather than encouraged to read on.	Fair The introduction is weak or lacks substance. May not provide a clear sense of what the propsal is about.	Good Strong, well-stated introduction. Grabs reader's attention, encouraging reader to continue reading.
Correct format and mechanics	Poor It is obvious that spell check was not used and/or grammatical/mechanical errors are such that the meaning and flow are compromised.	Fair At least two grammatical/mechanical errors that interfere with meaning and/or flow.	Good Less than three grammatical/mechanical errors that do not detract from the meaning.
Purpose is clear and focused	Poor Lack of focus compromises understanding. Purpose is not evident.	Fair Paper wanders off track on occasion.	Good Writing is consistently on track, purpose is apparent throughout, focus is steady.
Problem well defined and analyzed	Poor Problem statement is not apparent.	Fair Problem statement is simplistic.	Good Problem is well-defined, and articulated well using relevant language.
