Inspection Scaffolding Assembly as the Competent Person The purpose to the Assessment is to evaluate the student’s ability to perform a scaffold inspection on the three (3) types of scaffold assemblies: Frame, Tube and Clamp, and System. Instructor will alter each scaffolding assembly by intentionally inserting five (5) conditions that would render the assemblies Inoperable. The defects will be common to the type of scaffolding, items should obvious and apparent, not obscure. Assessment is worth 20 points. Inspection Scaffolding Assembly 1 % Student’s ability to perform a scaffold inspection on the three (3) types of scaffold assemblies assigned to Colstrip: Frame, Tube and Clamp, and System.
	Distinguished If the student correctly identifies 5 defects 5 pts	Proficient If the student correctly identifies 4 defects 4 pts	Basic If the student correctly identifies 2-3 defects 3 pts	Below Expectations If the student correctly identifies 1 defects 2 pts	Non-Performance If the student correctly identifies 0 defects 1 pts
Inspect Frame Scaffold 1 % Give the proper tools, student will inspect a frame scaffold assembly as the Competent Person	Distinguished Student identified all 5 errors on the frame scaffold assembly. Satisfactory	Proficient Student identified 4 of the 5 errors on the frame scaffold assembly. Satisfactory	Basic Student failed to identify at least 4 of the errors only identified 2 or 3 of the errors on the frame scaffold assembly.	Below Expectations Student failed to identify at least 4 of the errors only identified 1 of the errors on the frame scaffold assembly. Unsatisfactory	Non-Performance Student failed to identify at least 4 of the errors only identified 0 or 1 of the errors on the frame scaffold assembly. Automatic Fail
Inspect Tube and Clamp Scaffold 1 % Give the proper tools, student will inspect a tube and clamp scaffold assembly as the Competent Person	Distinguished Student identified all 5 errors on the tube and clamp scaffold assembly. Satisfactory	Proficient Student identified 4 of the 5 errors on the tube and clamp scaffold assembly. Satisfactory	Basic Student failed to identify at least 4 of the errors only identified 2 or 3 of the errors on the tube and clamp scaffold assembly.	Below Expectations Student failed to identify at least 4 of the errors only identified 1 of the errors on the tube and clamp assembly. Inspect System Scaffold 1 % Give the proper tools, student will inspect a system scaffold assembly as the Competent Person	Distinguished Student identified all 5 errors on the system scaffold assembly. Satisfactory	Proficient Student identified 4 of the 5 errors on the system scaffold assembly. Satisfactory	Basic Student failed to identify at least 4 of the errors only identified 2 or 3 of the errors on the system scaffold assembly.	Below Expectations Student failed to identify at least 4 of the errors only identified 1 of the errors on the system scaffold assembly. Wear and Use of Proper PPE 0.5 % Properly inspect and don fall protection harness.	Distinguished Student properly inspected and donned fall protection harness with no defects. Satisfactory	Proficient Student properly inspected and donned fall protection harness with minor adjustment errors and not stowing excess belt flap. Satisfactory	Basic Student properly inspected and donned fall protection harness with minor adjustment errors and not stowing excess belt flap and loose straps.	Below Expectations Student failed to either properly inspect or don fall protection harness. Assessment Temporarily Stopped and student corrected themselves. Unsatisfactory	Non-Performance Student failed to properly inspect and don fall protection harness. Assessment Stopped due to Safety Unsatisfactory Automatic Fail.
Observed OSHA requirements 0.5 % Observe Occupational Health and Safety Administration (OSHA) General Industry Standards	Distinguished Student properly followed all OSHA General Industry Standards and ensured all others in the area were in compliance. Satisfactory	Proficient Student properly followed all OSHA General Industry Standards but did not ensure all others were in compliance. Satisfactory	Basic Student followed most OSHA General Industry Standards, but did not put self or others in danger.	Below Expectations Student failed to follow OSHA General Industry Standards. Assessment Temporarily Stopped and student corrected themselves. Unsatisfactory	Non-Performance Student failed to follow OSHA General Industry Standards. Assessment Stopped due to Safety Unsatisfactory Automatic Fail.
