Gives only one word responses to a direct question. Attempts to describe photo, but needs to repeat it, pauses to "remember" answer rather than speak naturally

Can describe and answer in complete basic sentences of 3 or more words. Needs to repeat phrases or questions for clarification, but just needs time to answer

Good command of vocabulary. Can answer and describe within basic dialogue structure. Can be understood by any listener.
