Thinking planning steps	level one plans the procedure in limited ways - steps are missing	level two plans some of the procedure before writing - one or two steps may be missing	level three plans a considerable portion of the procedure before writing - most important steps are included	level four plans thoroughly and incorporates all or almost all relevant steps - may include extra steps
