	Poor 1 pts	Fair 2 pts	Good 3 pts
Rate	Poor Reads word by word and pays no attention to punctuation.	Fair Reads in short phrases and occasionally pays attention to punctuation.	Good Reads in longer phrases and pays attention to punctuation.
Expression	Poor Reads in a monotone, laborious voice.	Fair Changes voice to show feeling some of the time, but occasionally reads in a monotone voice.	Good Changes voice to show feelings and/or different character's voices.
Accuracy	Poor Needs teacher prompting on 3 or more words.	Fair Needs teacher prompting on 1 or 2 words.	Good Reads every word without help from the teacher.
