Fluency
Superior
The speech demonstrates ease and comfort with the language and any pausing is natural.
Adequate
The student completes nearly all thoughts but has some pauses. Speech flows naturally most of the time.
Minimal
There are mostly complete thoughts with significant pauses as the student searches for words to complete the thoughts or there may be a long period of silence (about half the time allotted) after a short response.
Inadequate
There is a lot of hesitation and stopping, and sometimes the student does not complete thoughts or may leave a long period of silence (about 2/3 of the time allotted) after a very short response.
Language Use
Superior
The student demonstrates effective use of grammar and vocabulary. Good control of basic and complex structure. Some minor (or systematic) errors are noticeable but do not obscure meaning.
Adequate
The student demonstrates effective use of grammar and vocabulary, and fairly coherent expression of relevant ideas. Some imprecise or inaccurate use of vocabulary or grammatical structures used. This may affect overall fluency but it does not seriously interfere with the communication of the message
Minimal
The student demonstrates limited range and control of grammar and vocabulary. This often prevents full expression of ideas. Only basic sentence structures are used successfully and spoken with fluidity. Use of simple and/or general propositions, with simple or unclear connections made among them.
Inadequate
Range and control of grammar and vocabulary severely limited (or prevent expression of ideas and connections among ideas.
Organization
Superior
The message is overtly organized. The speaker helps the listener understand the sequence and relationships of ideas by using organizational aids (announcing the topic, previewing the organization, using transitions, and summarizing.)
Adequate
The message is organized. The listener has no difficulty understanding the sequence and relationships among the ideas in the message. The ideas in the message can be outlined easily.
Minimal
The organization of the message is mixed up and seems to have been elaborated at random. The listener must make some assumptions about the sequence and relationship of ideas.
Inadequate
The message is very disorganized and most of it cannot be understood because there is no logical sequence of information.
The listener can follow the presentation only with effort.
Delivery
Superior
Speaker uses grammatically correct and appropriate language. Smooth, effective delivery. Good voice control, eye contact, and physical demeanor. Notes and visuals used to enhance the presentation.
Adequate

Minimal

Inadequate

Content
Superior
The speaker provides a variety of types of content appropriate for the task, such as generalizations, details, examples and various forms of evidence. The speaker adapts the content in a specific way to the listener and situation.
Adequate
The speaker focuses primarily on relevant content. The speaker sticks to the topic. The speaker adapts the content in a general way to the listener and the situation.
Minimal
