Developing The speech tells WHY the student wants to be student council representative but does not tell WHAT they will do, OR it only tells WHAT they will do but not WHY they want to be president.	Developed The speech clearly tells WHY the student wants to be student council representative and WHAT he/she will do in order to obtain that position.
Comprehension	Needs Work The student does not demonstrate understanding of student council through the speech.	Developing The student demonstrates minimal comprehension and understanding of student council through details provided in the speech.	Developed The student demonstrates understanding of student council through his/her sentences in the speech.
Length	Needs Work The student has very little to show for the allotted time given. 0-2 sentences are written on the page.	Developing The student's speech is 3-6 sentences long. There is almost enough text for a full speech.	Developed The student demonstrated that they would be able to speak for 7-10 sentences.
